According government officials, places in California and other far western states had a much drier than average year in 2013.

The National Climate Data Center said that California had is driest year on record. This is seen in other areas of the West. Though a lot of the U.S. has seen an abnormally high amount of precipitation in the contiguous 48 states, these conditions have not been the same for the West and the national increase hasn't shown the conditions of the western states.

These regional differences are a major cause for concern, especially in California, where drought and water shortages are a problem.
